The best budget thermostat I find is the Vaillant vsmart. Totally programmable with weather compensation and one of the best on the market. Weather compensation via weather satellite/ weather station. Great bit of kit, fitted many of these with Vaillant boilers. Definitely recommend.

I was impressed with the salus TR520RF. This is the most basic programmable room thermostat with OpenTherm technology. It can not be used with your phone but if your boiler has OpenTherm then it will save you money. Salus do a app controlled programmable room thermostat called RT310i which is also reasonably priced.
